We can start the qmgr with -ns option then the listener that we defined inside the qmgr with control(QMGR) will not considered and the QMGR will start without starting the listener and channel initiate programs .
This is required in some cases where you have some of the queue message inside the transmission queue left while your bring down the QMGR .
You can backup the message using dmpmqmsg and then clear the required message this will help in the disaster scenarios
If -ns docent work then other option is takeout the network interface from the server and connect to the server using HMC console or Vcenter and process to bring up the qmgr
